Where are we burning?

In our country there are non-flammable and combustible regions. In the first, the fire area does not exceed several tens of hectares annually. The burning regions include Buryatia, Yakutia, Transbaikal, Kamchatka, Krasnoyarsk, Primorsky, Khabarovsk Territories, Amur, Irkutsk and Magadan regions. According to Head of the Ministry of Natural Resources and Ecology Alexander Kozlov, in general, this year's forest fire season is much calmer than the previous one, the area covered by fire is 2 million hectares in 8 regions, with a third — these are remote areas in the north of the Khabarovsk Territory. And in 2021, by the end of July, only in two regions — Yakutia and Irkutsk Region — over 4 million hectares burned down.

A rather difficult situation was in the Kurgan and Omsk regions, the Krasnoyarsk Territory. Forest firefighters promptly extinguished the fire that came to the forests from settlements and from set fire to the fields, and also prevented the fire from spreading from the forest to residential buildings and economic facilities.

So far, the most difficult fire situation remains in Yakutia and the Khabarovsk Territory. The most deaf remote territories are burning. “About 1.7 thousand km from Khabarovsk to the north. Even fuel is delivered there only by northern delivery. These areas have never been extinguished, including during the times of the USSR, — noted the head of the Ministry of Natural Resources Alexander Kozlov. He added that next year the task was to deliver fuel for helicopters to some remote municipal districts of the Khabarovsk Territory, so that there was always a base there and the crews could quickly refuel during firefighting and patrolling.

Thanks to the support of the President, funding for the protection of forests from fires was increased by 8.2 billion rubles. and amounted to 14.2 billion rubles in 2022. This made it possible to increase the staff of forest firefighters, purchase more special equipment, increase the number of hours of aviation and ground patrols.

“This year, the regions have become more active in extinguishing forest fires in the“ control zones ”, — said Alexei Venglinsky, deputy head of Rosleskhoz. 

“Zones of Control” (as opposed to “active extinguishing zones”) — these are territories where it is not necessary to extinguish natural fires if the projected costs of extinguishing exceed the possible damage and there is no threat to settlements and economic facilities. Therefore, the solution — put out or stop — is left to the discretion of the regional emergency commissions. Thanks to the support of the federal government, the regions began to save forests there as well. Since the beginning of the year, the largest number of extinguished fires in the “control zones” accounts for Yakutia, the Irkutsk region, the Krasnoyarsk Territory and the Yamalo-Nenets Autonomous Okrug. In total, in 2022, the area of ​​extinguishing forest fires in the “control zones” increased by 19 million hectares. As a result, by the end of July, a significant decrease in the number of large forest fires was recorded compared to the same period last year and a reduction in area (slightly more than 2 million hectares) — by 2.13 times.

In order to increase the efficiency of interaction between various services in preventing and extinguishing fires, a number of regulations have been adopted this season. legal acts.

Government Decree No. 284 of 03/03/2022 It provides for the possibility of overhaul, technical inspection, insurance and provision of storage of forest fire equipment at the expense of the federal budget.

Government Decree No. 1218 of 06/07/2022 The document clarifies the criteria introduction of emergencies in the forests, as well as the procedure and measures for the command and control forces of the RSChS (unified state system for the prevention and elimination of emergencies).

Now the federal emergency regime is introduced immediately after a regional emergency has been in effect for seven days or on Federal Specially Protected Natural Territory, a large forest fire broke out on an area of ​​more than 200 hectares. This allows you to immediately allocate aviation and the transfer of forest firefighters from Avialesookhrana.

On July 19, for the first time, the state of emergency at the federal level was introduced according to a simplified procedure in Yakutia and the Khabarovsk Territory.

Also to the government on July 18 a revised bill was introduced, which provides for the possibility of attracting the forces of the federal reserve of the parachute fire service “Avialesookhrana”; to extinguish forest fires according to the state assignment.
